Call to order: Chair L. Newcomb called the meeting to order at 6:37 p.m., followed by the Pledge of Allegiance.

Attendance: A quorum was present.

Approval of Minutes and Agenda for the Meeting:  The minutes were distributed and no corrections were noted. E. Roser/J. Patrick moved that the meeting agenda be suspended. The motion carried. Discussion continued on the 2021 County Reorganization.

Treasurer’s Report: R. Marriott reported the current balance of $3,593.09.

Chair’s Report: Chair Newcomb discussed the 2021 County Reorganization. She distributed the 2021 County Party Biennial Reorganization Convention Guidelines and later committee signup sheets.

She discussed the potential location of Pinnacle Bank on Saturday, August 14. The purpose is to elect new officers and representatives from each county commission district (the DNC no longer requires this to be a man and a woman). She stated that she will not be running for County Chair and R. Marriott will not be running for treasurer. J. Patrick/G. Dooley moved to have the Reorganization meeting at Pinnacle Bank on August 14. The motion carried.

Chair Newcomb said that this space has a full kitchen and entertainment is allowed at the meeting. Committees needed: Bylaws Committee (prepare bylaws to be voted on before the August 3 CCDP meeting); Publicity (do a press release); Convention Committee (handle entertainment, refreshments, setup); Credentials Committee (credential attendees and fill out the needed paperwork); Rules Committee (make sure the rules are followed at the Convention).

She reported that she will chair the Bylaws Committee. Changes needed in the bylaws required by the TNDP are that at-large positions are no longer to be in the bylaws and TNDP wants the executive committee to have about 20-30 members. By adding positions for past chair (1) and for representatives from Young Democrats (1) and the Democratic Women’s Club (1), CCDP would have 20 members (officers (5): chair, two vice chairs, secretary, treasurer, and (12) district representatives).

After discussion, K. Mitchem/ R.Marriott moved that we authorize up to $1500 for mailing postcards to advertise the convention. The motion carried. It was noted that postcard stamps are $0.35.

Other Announcements by Chair Newcomb:

  • Parties need to tell the Election Commission if they want a primary. The Republicans may request this. It would cost the county money for this.
  • Patrick Smith will not be running for Register of Deeds.

Martha Shepherd thanked our county for continuing to meet on Zoom. Her position on the State Executive Committee will be open.

The next meeting will be on Tuesday, August 3 at 6 pm at Pinnacle Bank.

Motion by R. Marriott/K Mitchem to adjourn. The meeting adjourned at 7:25 p.m.

Submitted by Martha Wettemann, Secretary
